REGULATION
ON THE CRITERIA, PARAMETERS OF EVALUATION AND THE PROCEDURE FOR STATE CERTIFICATION OF HEALTH RESORT AND HEALTH ORGANIZATIONS


  1. This Regulation defines the criteria, evaluation parameters and the procedure for conducting state certification of sanatorium-resort and health-improving organizations (hereinafter, unless otherwise indicated, state certification).
  2. For the purposes of this Regulation, the following terms and their definitions are used:
    • adults - persons who have reached the age of eighteen;
    • children - persons under the age of eighteen;
    • health and wellness services - services for sanatorium treatment, health improvement;
    • health organizations - organizations that have passed state certification and provide services for improving the health of the population, including a dispensary, a health center (complex), an educational and health center, a health camp, a sports camp, a rest home (base), a boarding house;
    • sanatorium and resort organizations - organizations providing services for sanatorium and resort treatment of the population according to medical profiles established by the results of state certification, including a sanatorium (for adults, adults and children, children), a student sanatorium, a children's rehabilitation - health-improving center, rehabilitation center (department);
    • status of an organization - a set of essential features that allow, based on the results of state certification, to attribute the organization to a sanatorium or health resort;
    • health services* - a set of measures to preserve and improve the health of the population with the predominant use of natural recreational resources, including accommodation services, meals three times a day (breakfast, lunch, dinner), dosed physical activity, medical services;
    * Services for the improvement of workers on the job may not include accommodation, meals three times a day. Health improvement services for students (student athletes) can be provided during the vacation period on the basis of educational institutions (physical culture and sports) without accommodation.
     Health resort treatment services * - a set of measures to restore and improve the health of the population with the predominant use of natural healing resources, including medical services, dietary nutrition, accommodation services, and more.
    * Services for health resort treatment of employees (students) on the job (training) may not include accommodation, diet food.
  3. State certification is carried out to ensure the safety and proper quality of health-improving services, the effective and rational use of natural healing resources.
  4. State certification is carried out in relation to organizations (their structural (separate) divisions) providing medical and recreational services (hereinafter, unless otherwise indicated, organizations), with the exception of recreational, sports and recreational camps, educational and recreational centers.< br> Health-improving, sports and health-improving camps, educational and health-improving centers that have confirmed their readiness to work in the manner prescribed by the legislation on the sanitary and epidemiological welfare of the population are considered to have confirmed the status of a health-improving organization without a category.
  5. State certification is carried out on the basis of the application of the organization.
  6. The Republican Center for Health Improvement and Sanatorium-Resort Treatment of the Population (hereinafter referred to as the Center) in order to organize and conduct state certification:
    forms, in agreement with the regional executive committees (Minsk City Executive Committee), the composition of the regional (Minsk City) working groups for their assessment of organizations (hereinafter referred to as the working groups);
    issues, in accordance with the legislation on administrative procedures, a certificate of state certification of a sanatorium-resort (health-improving) organization in the form in accordance with Appendix 1 (hereinafter referred to as the certificate).
    The working groups include employees of the Center, representatives of structural subdivisions of regional executive committees (Minsk City Executive Committee) exercising state powers in the field of healthcare, regional and Minsk city centers for hygiene and epidemiology, and public associations of the disabled.
    The composition of the regional (Minsk City) working groups is determined by the order of the Center, agreed with the regional executive committees (Minsk City Executive Committee).
  7. To conduct state certification, an organization submits an application to the representative office of the Center at its location on the territory of the corresponding administrative-territorial unit. Organizations located abroad submit an application to the representative office of the Minsk City Department of the Center.
    Representation of the Center after registration of the application of the organization:
    within five calendar days determines the date of departure of the working group at the location of the organization;
    within twenty calendar days ensures the departure of the working group to determine the organization's compliance with the criteria and evaluation parameters defined in tables 1 and 2 in accordance with Appendix 2 (hereinafter referred to as the criteria, parameters), for the purpose of their state certification. The working group draws up a conclusion in accordance with the requirements for its content in accordance with Appendix 3, which is signed by all members of the working group.
    The representative office of the Center sends the conclusion to the Center on the working day following the day of the departure of the working group to the organization.
    Within three working days after receiving the conclusion, but no later than one month from the date of registration of the application, the Center: issues the organization a certificate of assignment (confirmation) to it of the status of a sanatorium-resort (health-improving) organization and category;
    informs the organization of the refusal to issue a certificate, indicating the reasons for the refusal.
  8. The certificate is valid for three years.
    In case of a significant change in the material and technical base and (or) staffing, an organization that has the status of a sanatorium-resort (health-improving) organization has the right to apply for a state certification to change its status and (or) category in accordance with paragraph 9 of this Regulation before the expiration of validity period of the existing certificate, but not earlier than one year from the date of receipt of the certificate.
    An organization that has been denied the assignment (confirmation) of the status of a sanatorium-resort (improving) organization has the right to apply for a re-state certification no earlier than three months after receiving a refusal to issue a certificate.
  9. According to the results of the state certification, organizations are assigned (confirmed):
    • the status of "health resort organization" and the highest category - to organizations that meet the criteria of the highest category sanatorium and resort organizations, defined in Table 1 of Appendix 2, and scored 140 or more points in accordance with the parameters defined in Table 2 of Appendix 2;
    • status "health resort organization" and the first category - to organizations that meet the criteria of first category sanatorium organizations, defined in Table 1 of Appendix 2, and scored 100 or more points in accordance with the parameters defined in Table 2 of Appendix 2 ;
    • status "health resort organization" and the second category - to organizations that meet the criteria of second category health resort organizations, defined in Table 1 of Appendix 2, and scored 75 or more points in accordance with the parameters defined in Table 2 of Appendix 2;
    • status "health resort organization" without category - to organizations that meet the criteria of second category health resort organizations, defined in Table 1 of Appendix 2, and scored less than 75 points in accordance with the parameters defined in Table 2 of Appendix 2;
    • the status of "health resort organization" and the first category - to organizations that meet the criteria for health-improving organizations of the first category, defined in Table 1 of Appendix 2, and scored 50 or more points in accordance with the parameters defined in Table 2 of Appendix 2;
    • status "health organization" and the second category - for organizations that meet the criteria for health organizations of the second category, defined in Table 1 of Appendix 2, and scored 25 or more points in accordance with the parameters defined in Table 2 of Appendix 2;
    • status "health-improving organization" without category - to organizations that meet the criteria of health-improving organizations of the second category, defined in Table 1 of Appendix 2, and scored less than 25 points in accordance with the parameters defined in Table 2 of Appendix 2.

    The presence of a medical profile of a sanatorium-resort organization is determined in accordance with subparagraph 25.3 of paragraph 25 of Table 1 of Appendix 2.
    Organizations are classified as providing sanatorium treatment (health improvement) for adults, adults and children, children in accordance with the criteria defined in Table 1 of Appendix 2.
