REGULATIONS
for sending the population to health-resort treatment and rehabilitation
CHAPTER 1
GENERAL
1. This Regulation regulates the procedure for sending the population to sanatorium treatment and rehabilitation using state social insurance funds and funds from the republican budget (except for the rehabilitation of children in educational and recreational educational institutions, sports and recreation camps).
2. The organization of sanatorium-resort treatment and rehabilitation of the population is provided by the Republican Center for Health Improvement and Sanatorium-Resort Treatment of the Population (hereinafter referred to as the Center) in cooperation with the republican government bodies, local executive and administrative bodies, and other organizations.
The Center annually purchases vouchers to sanatorium and health resorts (hereinafter referred to as vouchers), except for vouchers with accommodation in deluxe and junior suite rooms, by holding competitions (other procurement procedures) in accordance with the law ) within the limits of the funds provided for in the law on the republican budget for the next financial year, and state social insurance funds provided for subsidies and current transfers.
Permits for persons accompanying children aged 3 to 6 living in the territory of radioactive contamination in the zone of subsequent resettlement, the zone with the right to resettlement and the zone of residence with periodic radiation control, to sanatorium and resort organizations (departments) for parents with children are purchased at the expense of the republican budget, provided for overcoming the consequences of the disaster at the Chernobyl nuclear power plant in accordance with the law on the republican budget for the next financial year.
The cost of vouchers is determined in accordance with the procedure established by law.
3. Referral to sanatorium treatment or rehabilitation of children affected by the Chernobyl disaster, as part of groups, is organized by the regional and Minsk city divisions of the Center in cooperation with education departments (departments) and other structural divisions of local executive and administrative bodies, educational institutions. p>
The staffing of groups of children, as well as the selection and direction of teaching staff accompanying them, is carried out by the education departments (departments) of local executive and administrative bodies, educational institutions in the manner determined by the Ministry of Education.
4. Persons entitled to sanatorium-and-spa treatment are provided with vouchers according to the profile indicated in the medical certificate of health issued by state health organizations in the form approved by the Ministry of Health (hereinafter referred to as the medical certificate).
CHAPTER 2
DISTRIBUTION OF PERMITS FOR HEALTH AND RESORT TREATMENT
5. Vouchers purchased by the Center at the expense of state social insurance funds are distributed:
Permits purchased by the Center at the expense of the republican budget are distributed to the persons listed in paragraphs 4 - 10 of the Decree, which approves this Regulation (hereinafter - the Decree), with the exception of the persons specified in part one of this paragraph.
6. The Center annually, in agreement with the Ministry of Health, approves plans for the distribution of vouchers by regions, cities, districts and organizations in proportion to the number of categories of citizens named in paragraph 5 of this Regulation.
CHAPTER 3
PROCEDURE FOR ALLOCATION AND ISSUANCE OF PERMITS FOR SANATORIUM AND RESORT TREATMENT AND
WELLNESS
7. Vouchers are allocated and issued by decision of the commissions for health improvement and sanatorium treatment of the population, created in organizations (hereinafter referred to as the commissions):
Permits are allocated and issued by the decision of the regional and Minsk city departments of the Center at the place of residence of citizens:
Persons accompanying disabled people of group I and disabled children under the age of 18 to sanatorium-resort treatment according to the conclusion of the VKK, vouchers are issued at the place where vouchers are issued to disabled people.
8. To allocate a voucher, citizens submit a written application to the commission at the place of work (service, study) or to the regional and Minsk city divisions of the Center at the place of residence with a medical certificate attached.
When applying for a ticket, the following documents are also submitted::
9. To make a decision on the allocation of vouchers to non-working citizens, the regional and Minsk city divisions of the Center additionally request data from the inspection of the Ministry of Taxes and Duties at the place of residence of a citizen about the absence of registration as a taxpayer.
10. Vouchers are issued no earlier than a month before the start of arrival at the sanatorium and health resorts.
People who have the right to receive financial assistance for rehabilitation are notified of the issuance of a voucher to the body that provides them with pensions.
11. In the absence of vouchers to sanatorium-and-spa organizations (departments) and health-improving organizations for parents with children and the need for sanatorium-and-spa treatment of a child, two vouchers can be allocated for joint treatment and rehabilitation in other sanatorium-resort organizations.
In exceptional cases, if the parents are not able to accompany the child to sanatorium treatment, the commission at the place of work (service, study) of one of the parents, regional and Minsk city divisions of the Center may decide to issue a voucher to accompany a child to sanatorium-and-spa treatment to any adult (upon parents' consent to such support).
12. Vouchers are issued by the person responsible for their storage and issuance, on the basis of an extract from the protocol of the commission (copy of the protocol) on the allocation of the voucher, certificate of cash income<*>, receipt of payment of the partial cost of the voucher. p>
Issued vouchers must be preliminary completed (last name, first name, patronymic, place of work (service, study), position (category) person receiving the ticket), signed by the head of the organization and certified organization seal. The ticket is issued for the period specified in it. sanatorium treatment or rehabilitation and is not subject to division according to terms and number of seats.
Terms of sanatorium-and-spa treatment and rehabilitation of the population, carried out using the funds of the republican budget and state social insurance, are determined by the Ministry of Health in agreement with the Ministry of Labor and Social Protection, the Republican Center for Health Improvement and Sanatorium-Resort Treatment of the Population and others interested.
13. Vouchers, receipts and expenditure documents on them, certificates of cash income <*>, receipts for payment of vouchers, return coupons for vouchers, voucher registers and other documents related to their receipt and issuance, are stored in the commission in the manner established for storage financial documents.

*For the purposes of this Regulation, monetary income includes wages, allowances, pensions, stipends, income of a person who independently pays insurance contributions to the Social Protection Fund of the Ministry of Labor and Social Protection. At the same time, the monetary allowance consists of a monetary salary (official salary and salary for a military or special rank), additional, one-time and other payments.
At the same time, separate accounting and reporting on the use of vouchers purchased at the expense of state social insurance and the republican budget are kept.
14. Employers submit reports on the use of vouchers to the regional and Minsk city divisions of the Center within the established time limits in the form approved by the Center in agreement with the Ministry of Finance.
CHAPTER 4
PROCEDURE FOR DETERMINING SIZES AND PAYING FEE FOR TOURS
15. The amount of the voucher fee is determined by the commission, regional and Minsk city divisions of the Center on the basis of a certificate on the amount of the average monthly monetary income (wages, allowances, pensions, scholarships) of the voucher recipient for the twelve calendar months preceding the month the voucher was issued, and data from the National Statistical Committee on the amount of the accrued average monthly wages of employees of the Republic of Belarus for the month before last relative to the month of issuance of the voucher.
The amount of the voucher fee for persons who independently pay insurance premiums to the Fund is set on the basis of the average monthly income for the previous year (when registering as a payer of mandatory insurance premiums in the current year - based on the average monthly income from date of registration) and the data of the National Statistical Committee on the amount of the accrued average monthly wages of employees of the Republic of Belarus for the month before last relative to the month the permit was issued.
The amount of income is determined on the basis of a certificate from the tax office.
16. The fee is paid for the ticket:
acquired at the expense of state social insurance, - to the cash desk of the organization at the place of work of the recipient of the voucher and is transferred to the Fund indicating the type of payment simultaneously with the next transfer of mandatory insurance premiums;
acquired at the expense of the republican budget, – to the cash desk at the place of service (study) of the recipient of the voucher and is transferred to the republican budget, indicating the type of payment, simultaneously with the next transfer of taxes.
Persons who receive vouchers by decision of the regional and Minsk city divisions of the Center at their place of residence, as well as non-working pensioners, pay for the voucher to the republican budget, and persons who independently pay insurance premiums to the Fund - to the account of the corresponding organ of the Foundation.
CHAPTER 5
CONTROL OVER COMPLIANCE WITH THE ORDER OF ISSUANCE OF PERMITS
17. The Center, regional and Minsk city divisions of the Center monitor compliance with the procedure for issuing vouchers.
18. The head of the organization is responsible for compliance with the established procedure for issuing vouchers.
19. In case of detection of violations of the established procedure for issuing vouchers, the organization shall return to the Center the full cost of the unused or unreasonably issued voucher, taking into account the accrued penalty for each day of delay in depositing funds in accordance with part four of this clause in the amount of the refinancing rate of the National Bank effective on the day of their payment.
In case of violation of the established differentiated rates for collecting fees for vouchers, the organization pays the amount of the unpaid fee to the appropriate accounts for accounting for the republican budget.
The overpaid amount for the issued voucher is returned to the recipient of the voucher.
Money must be deposited within 10 working days from the date of drawing up the inspection report by the regulatory authority.
20. In case of incomplete use of bed-days by persons who received vouchers, sanatorium-resort and health-improving organizations, no later than the 10th day of the month following the reporting quarter, return to the Center funds for unused days in the amount of the planned cost of meals.
